Become the focus of the office non-offensively and within the rules.
Let's be honest, office costumes are usually pretty lame. Sure you can be a cute bunny or something similar but most costumes will actually interfere with any office job. Not to mention that any labor or warehouse worker would be nuts to wear anything with frills or things that can get caught easily.

When possible, keep it simple and within normal dress standards.
